Freshwater Solutions owner Richard Montgomerie has worked with Alliance Group Ltd throughout his 20 years in consulting. In 2016 – 2017 Freshwater Solutions assessed the effects of Alliance’s wastewater discharge and water take for its Lorneville Plant securing long term consents. We are currently assessing the effects of Alliance’s wastewater discharge from its Mataura Plant. This assessment involves using the existing water quality and biological monitoring data along with the results of targeted surveys to build a comprehensive assessment capable of supporting an application for a long-term consent.

    Key services provided:

    • Project management
    • Water quality monitoring GAP analysis and design
    • Water quality and biological surveys
    • Native fish assessment
    • Mixing trial
    • Assessment of effects reporting
  • CULTURAL HEALTH INDEX: FONTERRA

Freshwater Solutions works closely with Fonterra throughout New Zealand providing services to secure and monitor wastewater and stormwater discharges and water takes. We have recently worked with Raukawa and Fonterra to successfully develop and implement a stream water quality assessment using Matauranga Maori and applying the Cultural Health Index (CHI) methodology. This project has been one of the first applications of the CHI to assess the effects of a discrete activity in New Zealand and has provided an opportunity for Freshwater Solutions, Fonterra and Raukawa to engage, collaborate and share in the learning process.

    Key services provided:

    • Project management
    • Collaborating with Raukawa and Fonterra to design CHI framework
    • Assisting Raukawa with site surveys
    • Reporting CHI results and linking to scientific data
    • Presentation of results to Raukawa and Fonterra
  • LAND DEVELOPMENT CONSENTING: DFH LTD

Pokeno is of course famous for its bacon and its ice cream shop. Freshwater Solutions has been assisting DFH Ltd for the past 8 years with the development of Pokeno into a residential and industrial hub at the foot of the Bombay Hills. During our long involvement with the project we have prepared numerous stream and wetland ecology assessment of effects reports to support earthworks and stormwater discharge consent applications, undertaken a large number of fish relocations from streams and ponds and most recently provided expert ecology evidence for a plan change application.

    Key services:

    • Stream classifications
    • Wetland assessments
    • Ecology effects assessment
    • Ecological mitigation plan
    • Fish relocations
    • Expert evidence at hearings

  • POWER PLANT AEE: TODD ENERGY

Todd Energy and Nova Energy are proposing to build a gas fired power plant in the King Country. Freshwater Solutions was engaged to assess the water quality and aquatic ecological effects of the proposal including the construction and operation of the plant also providing expert evidence at the resource consent hearing. Resource consents for the project were granted in 2017.

    Key services provided:

    • Evaluation of existing freshwater ecological information
    • Stream habitat survey
    • Benthic invertebrate survey
    • Water quality survey
    • Fish survey
    • Assessment of effects report
    • Expert evidence
  • FLOW ASSESSMENT: SPEEDIES ROAD HYDRO LTD

Speedies Road Hydro operate a small hydro power station in the King Country and sought Freshwater Solutions help to assess the effects of a proposed reduction in minimum flow. This assessment was undertaken in a physically challenging environment within the Tawarau River gorge and involved fish and invertebrate surveys as well as an instream habitat survey and the application of the Instream Flow Incremental Method (IFIM). The assessment results were presented as expert evidence to a Waikato Regional Council resource consent hearing.

    Key services provided:

    • Design of hydrology and ecology assessment plan
    • In-stream habitat survey
    • Benthic invertebrate survey
    • Fish survey
    • Expert representation at resource consent hearing
  • FISH HABITAT RESTORATION: DEPARTMENT OF CONSERVATION

Stream habitat restoration is increasingly common in New Zealand particularly in urban environments. The Department of Conservation recently engaged Freshwater Solutions to identify and present methods and tools available for enhancing fish habitat in New Zealand rivers using lessons learnt from restoration projects in New Zealand and internationally. The output of this project was a series of quick reference case studies aimed at assisting those undertaking freshwater fish habitat restoration.

    Key services provided:

    • Liaison with organisations throughout New Zealand to collate information from riverine restoration projects
    • Desktop literature search to source international examples
    • Development of practical guidance toolbox of methods to restore native fish riverine habitat

  • FISH PASSAGE MONITORING: NEW PLYMOUTH DISTRICT COUNCIL

The impact of barriers to New Zealand’s largely diadromous native fish fauna is becoming increasingly recognised. Considerable effort has gone into providing passage at large barriers such as hydro dams but now also efforts are being made to restore connectivity for native fish at the numerous smaller barriers such as culverts and weirs.  Freshwater Solutions has been working with New Plymouth District Council to monitor the success of an extensive project involving the installation of fish passes within the cities stream network.

    Key services provided:

    • Electric fishing survey
    • Stream habitat assessment
    • Fish passage advice
    • Project reporting
  • SPILL RESPONSE AND REMEDIATION: LOSS ADJUSTOR

Spill events can have significant and lasting environmental damage.  Freshwater Solutions has worked on a significant spill event that impacted an Auckland stream and estuary in recent years.  In a time critical situation we were able to organise the project team and mobilise immediately to be on site.  We were responsible for assessing the effect of the spill on the water quality, sediment quality and ecology of the stream immediately after the event, providing advice for the remediation of the impacted environments.

    Key services provided:

    • Water quality survey
    • Sediment sampling
    • Ecological survey
    • Assessment of effects reporting
    • Advice on remediation options
    • Follow-up survey
  • AEE AND MONITORING: FRANCIS MINING

Freshwater Solutions provided the stream ecological survey and effects assessment for the consenting of a new coal mine on the West Coast of New Zealand.  The survey was carried out in steep, challenging terrain and in typical West Coast style wet weather gear was needed.  We determined the ecological values of streams draining the mining area and assessed the effects of the mine development.  The consent application was successful and we continue to work with Frances Mining on the long-term environmental monitoring programme.

    Key services provided:

    • Baseline survey of receiving environment - water quality sampling, in-stream and riparian habitat assessment, benthic macroinvertebrate sampling and fish survey
    • Assessment of receiving environment values and sensitivity
    • Assessment of effects of the mine development and ongoing operation
    • Long-term environmental monitoring
